He was called alongside three others to investigate a hacking incident in the White House, with several documents stolen but became involved in a bio-terror attack in which Graham was targeted.[1]

Biography

Penamstan Civil War (2000)

At some point in his life he joined the U.S. Army, and by the year 2000 he had joined the special forces and reached the rank of Captain. In October 2000, Jason was in command of a squad named Mad Dogs, involved in the U.S. intervention in the Penamstan civil war. When Squad Two helicopter was shot down, Jason and his squad refused orders from the command centre and went to secure the crash site and save survivors. They found one survivor who they dragged out of the helicopter, but were attacked by insurgents and forced to take shelter nearby. One of the members informs Jason of the injured soldier Jun Shī of his heavy wounds. Jason planned for them to stealthily trek back to base, but heard a commotion outside and witnessed a mob of civilians brutally attacking the insurgents. The turned civilians broke into the building. Though the zombies were wiped out, the Mad Dogs were all infected. A barely conscious Jun Shī told them of the "Inhibitors" inside his bags and inject it to prevent zombification.

After a 70 miles trek back to their base, with a zombified Jun Shī sealed in a body-bag. They conversed on how they narrowly escaped the city as it was destroyed by MK77s, and suspected they had interfered in a classified operation involving augmented soldiers and might be murdered as part of the coverup. Amidst their talk, Shen Mei, who was an warrant officer serving as radio operator, inquired about their communications made during the mission, letting slip they were deliberately ignored when trapped in the city. The Mad Dogs filed false reports about the incident, though only Jason and Shen Mei were willing to investigate Wilson while the others retired. Using her family connections, Shen Mei had her brother Jun Shī quietly smuggled to the Chinese border to escape euthanasia.

Following 6 years of investigating the conspiracy, they made a breakthrough, and discovered a chip planted inside her brother. The chip took biometric data on the B.O.W. manufacturer's behalf and could potentially reveal the organization's identity.

Penamstan Conspiracy (2006)

In 2006, the White House was subjected to a cyberattack with several documents stolen, Jason was among the four agents who were called to investigate the incident. While waiting for agent Leon Scott Kennedy who recently responded to a terrorist attack in Pittsburgh, the White House was subjected to a blackout and minor outbreak, Jason coordinated with Shen Mei and later Kennedy to take down infected staff and contained the outbreak. Following Graham's attempted assassination, the DIA's investigation determined the stolen files were of a bio-research facility in Shanghai, China. A top-secret operation was drawn up, in which Kennedy, Jason and Shen Mei were to infiltrate the facility. They were flown to Guam and boarded one of the new Virginia-class submarines at Apra Harbor, modified for SONAR stealth and provided with a modified Advanced SEAL Delivery System (ASDS) midget submarine. Aboard the submarine, Jason took another Inhibitor dose. Amidst Jason's PTSD attack, Kennedy knocked him back to his senses. Jason opened up to Kennedy about his days in the Army and Penamstan Civil War, with Kennedy being all too familiar with dealing of Zombies. They had separated views of things, however; as Jason described the bombing of Raccoon City as a necessity to save the country, Kennedy pushed back, still bitter over the Army's cowardly withdrawal. The submarine was unexpectedly rocked, and they head to the bridge, and found the crew had been killed. While Kennedy head over to the engineering section, Jason met up with Shen Mei en route to the ASDS.

While enroute, the submarine was attacked by mutated rats, killing most of the crew. Towards the engine room, Shen Mei and Jason falsely told the engineers to lock the doors, to contain the outbreak but quickly killed the surviving crew and climbed aboard ASDS as the submarine's self-destruction began. Before they could leave, Kennedy reached them and attempted to board. Due to their surroundings, Jason convinced Shen Mei to let Kennedy aboard as their hostage, and the three escaped just as the submarine exploded. The ASDS reached Shanghai, and they head over to a safe house that was set up for their mission, where they restocked and recuperated. There, Jason revealed Kennedy of his true motives, to expose Wilson's crime and the world of Penamstan Civil War's true terror, so another incident would not repeat. Jason offered Kennedy to cooperate with them. However, Kennedy suspected the two were traitors working for the Chinese, and did not believe them. The discussion turned violent, with both men reaching for their guns; Kennedy emerged unscathed with Jason sustaining a gunshot wound to the chest but survived due to the virus he had kept in check with Inhibitors.

Sometime later, Jason travelled to Andrews Air Force base, and descended to the research facility below, where he was observing the conversation between a bound Claire Redfield and Wilson. Having enough of Wilson's inhumane ways, Jason choked him. Wilson tried to bargain for his life, in exchange for his knowledge on the Inhibitors's creation, with the Inhibitors having stem Jason's mutation. However, Jason remained steadfast in his action, destroying his remaining inhibitors and mutated. He took his revenge by biting Wilson's neck, infecting and allowing him to walk away in agony. Shortly after, Kennedy and Shen Mei who the former had convinced her of Jason's separate action rather than what they had originally planned years prior, arrived at the facility, intending to apprehend Jason. As they confronted him, Jason was adamant on revealing himself in the public, planning instead to emerge on the surface and massacre the attendants on live TV and refusing to listen to either of them when they suggested alternatives. As Jason attempted his escape, Kennedy tried to delay him, but Jason flipped the gantry they were standing on, separating Kennedy and Shen Mei. She tried to appeal to his humanity but Jason could no longer control his violent impulses and snapped her neck.

Seeing Redfield was in danger, Kennedy saved her from the corrosive acid generated by the facility, upon detecting a biohazard leak. Jason's efforts to escape was continuously halted by Redfield who lowered the platform Jason was on using the facility control panel, and Kennedy who used a Rocket Launcher to drop him. However, Jason held on and incapacitated Redfield by throwing a steel bridge to the Control Panel room. As Jason was about to emerged, Kennedy severed his right arm with an anti-materiel rifle. However, Jason choked Kennedy. However, rather than killing him, Jason chose to spare him in favor of his plans. Unbeknownst to Jason, Kennedy pulled the lever that severed the connection in their platform. Jason was plunged below and impaled on a steel beam, whereas Kennedy escaped by grabbing on a loose cable. As the acid began to recede, Jason's head and torso managed to withstand the corrosion. He bemused Kennedy had become the carrier of the terror the former envisioned, and warned him the spread of true fear. What was left of Jason became bloated and fell off, dissolving him.
