The Russian Federation is a federal republic which stretches between Eastern Europe and the Bering Sea, and is one of the world's most populous countries.
History
Russia was founded in the aftermath of the Cold War which saw the demise of the Warsaw Pact and the Collapse of the Soviet Union. This event led to a period of economic uncertainty as the command economy gave way to a free-market capitalist mode, and many disillusioned, demobilised soldiers found themselves with nowhere to go. As the country tried to regain order over its borders, former Soviet officer Mikhail Viktor led a terrorist campaign pushing for independence over a region populated by a minority ethnic group which may have been Chechnya.[1][excerpt 1]
The Umbrella Corporation was quick to capitalise on the unstable nature of Russia, and recruited many former soldiers into their paramilitary organisations, including the newly formed Umbrella Biohazard Countermeasure Service. Its leader, Col. Sergei Vladimir, handed over ten Afghan War veterans cloned from his DNA by the Soviet military when joining.[2]
In the aftermath of the Raccoon City Destruction Incident, Umbrella was able to carefully acquire a chemical plant through the use of dummy companies. This would be the last bastion of the company's organized projects, as Sergei had transferred the U.M.F.-013, a computer containing all of Umbrella's research, and the Tyrant-Armored Lethal Organic System, Umbrella's most advanced weapons project, to the facility. In early 2003, a strain of t-Virus escaped containment and contaminated a nearby village, prompting an international investigation and the eventual raiding of the facility by anti-B.O.W forces. Following the conclusion of the Raccoon Trials, Russia assisted the United States in the manhunt for Umbrella CEO Oswell E. Spencer, Earl Spencer.[3]
During the War on Terror, Russia agreed to a UN resolution to make BSAA involvement in bioterror incidents mandatory, though it is unknown if it placed restrictions on BSAA operations in its borders.[4] When it was discovered in 2011 that the neighbouring Eastern Slav Republic was producing bio-weapons during its civil war, Russia and the US launched a joint invasion of the country with Russian tanks soon moving into Holigrad.[5]
