Bolt Cutter is a key item in Resident Evil Outbreak File #2. It appears in the wild things scenario.[1]
Purpose
The Bolt Cutters can be used to open the front gate to the Raccoon City Zoo without need for the code memo. They can also be used later to open the chained door in the Show animal's boarding house, allowing a shortcut to the stage without climbing up and down the ladder.
Location
It is found inside the Elephant Restaurant.
