Padlock Keys are key items in Resident Evil Outbreak.[1]
Purpose
Desperate Times Padlock Key.
The Padlock Key found in "The Hive" is used to unlock the chain around the moterboat used to escape from the Raccoon General Hospital. Another appears in "Desperate Times", and is used to gain access to the water tower on the Raccoon Police Station's rooftop.
