Leon Scott Kennedy (レオン・スコット・ケネディ Reon Sukotto Kenedi), more commonly known as Leon S. Kennedy (レオン・S・ケネディ Reon S Kenedi), is an Italian-American[3] currently employed as a federal agent by the Division of Security Operations, a counterterrorism agency under direct presidential command. Kennedy is a known survivor of the 1998 Raccoon City Destruction Incident, when he was a police officer. Following his escape, he was forcefully recruited into a top-secret anti-Umbrella team under USSTRATCOM devoted to anti-B.O.W. combat, serving in repeated operations around the world until 2011.

Biography
Early life
Kennedy is known to have suffered a traumatic childhood due to his family’s ties to crime. This ultimately led to him being orphaned after his entire family was killed. He survived thanks to the aid of a single police officer, an act that inspired him to become a police officer himself, aiming to protect as many people as possible.[9] Upon graduating from the police academy at the age of 21, Kennedy requested assignment to the Raccoon Police Department as a result of his strong interest in the widely publicized but unsolved bizarre murder cases occurring in and around the Arklay Mountains.[10]

Kennedy had no travel plans or apartment in Raccoon City, and in his hasty departure, he broke up with his girlfriend. Stopping at a motel for the night, he passed out from heavy drinking and woke up on the afternoon of September 29. Now hungover and late, Kennedy continued driving into the city to report to the station.[11] While driving through Arklay County, he passed a highway blockade erected by the United States Army and Army National Guard at night, which had since fallen due to the chaos in the city.[12]

Kennedy drove south into the city but was soon surrounded by zombies while investigating a body in the unusually quiet main road. Retreating into an alleyway, he met Claire Redfield, another newcomer who was fleeing zombies from inside a diner. They commandeered an RPD cruiser and drove to the Raccoon Police Station to seek shelter and answers.[13] Unbeknownst to them, the car had a stowaway zombie that spontaneously attacked while they were driving, causing a crash into a nearby sign and ejecting the attacker. The car was destroyed when a gasoline tanker collided with the vehicle, separating the two who had to travel independently to the station.[13]
However, the station had fallen to zombies. Among the only surviving officers were the injured Lt. Marvin Branagh, Elliot Edward, and Police Chief Brian Irons. Had he met Lt. Branagh, Kennedy would have been briefed on current events before the lieutenant turned into a zombie. During his investigation, Kennedy encountered a young girl named Sherry Birkin and resolved to put aside any thoughts of suicide, knowing his survival was key to her escape.[14]
In the police station’s basement, Kennedy met Ada Wong, a corporate spy from one of Umbrella’s rival companies sent to steal the G-Virus. To protect her mission, Wong claimed to be looking for her missing boyfriend, Dr. John Clemens, unaware the man had perished in the Mansion Incident. She soon became aware of Ben Bertolucci, a freelance journalist who she believed had uncovered useful information about Umbrella while spying on their researchers. Although Bertolucci had uncovered a conspiracy between Umbrella's US branch and the local police that led to his arrest, it was not enough to aid her mission. Bertolucci was soon killed by Dr. William Birkin or a G parasite. Kennedy and Wong continued to the city sewers, where they found transport to NEST, Umbrella's laboratory dedicated to G-Virus research. Kennedy did much of the work in the lab despite his gunshot wound, as Wong’s leg injury prevented her from continuing.

During their exploration, Kennedy learnt of Wong’s true mission when she confronted him seeking the virus. She was soon knocked out by the T-00 but successfully escaped the facility as it began to self-destruct, losing the G-Virus sample in the process. Fleeing to NEST’s bottom platform, Kennedy reunited with Redfield and the young Birkin, who had been infected with the G-Virus but was vaccinated by DEVIL to halt her mutations. The facility was destroyed, and Dr. William Birkin perished shortly after.[15]
STRATCOM Recruitment (1998)
Following their escape from Raccoon City on the morning of September 30, at Kennedy's behest, he and Redfield would split up; as she would continue her search for her older brother Chris, whilst a wounded Kennedy would care for a weakened Birkin. Not long thereafter, Kennedy and Birkin were apprehended by the United States Army forces stationed outside the city.[16] Birkin was taken into protective custody as a high value research subject, while Kennedy was interrogated by Adam Benford, a high-ranking government official and military intelligence officer.[17][18][19]

Kennedy was considered a liability as he knew "too much" about the United States's involvement in both the inciting incident and their collusion with Umbrella. However, his remarkable tale of survival demonstrated anti-B.O.W. skills highly sought after by the military, given the failure of their special forces to secure the G-Virus.[21][22] He was given an ultimatum: in exchange for Birkin's safety and his own life, he would not only remain silent, but be recruited into a classified anti-Umbrella military agency under direct control of the President: rapidly formed after the incident to engage and dismantle Umbrella's illicit operations and facilities (domestic and abroad) to protect American interests and prevent similar disasters from occurring.[23][24]
His subsequent training transformed him from a rookie officer into an expert special agent, proficient in weapons handling and close-quarters combat. He actively engaged in special missions and intelligence operations, personally investigating Umbrella.
In November 1998, Kennedy sent his personal friend private detective Ark Thompson, to investigate Umbrella's facilities on Sheena Island.[25] The following month, Redfield set out for Europe to continue her search for Chris, but was captured by Umbrella after trespassing in their Paris facility.[26] While imprisoned on Rockfort Island, Redfield sent Kennedy an email asking him to inform Chris of her location for rescue.[27][28] Kennedy tracked Chris down and relayed the information, prompting him to head to Rockfort Island and requested Kennedy organize a government rescue team, though Kennedy himself was on a separate mission at the time.[29][30]

In 2002, before the destruction of Umbrella’s Russian branch, Kennedy was sent to a small South American country as part of a secret military detachment. The operation was launched after the headquarters learnt a former Umbrella researcher had contacted a man named Javier Hidalgo, the leader of the drug cartel Sacred Snakes who controlled a large jungle region with an iron fist. The local government was powerless against Javier’s grip on the drug trade, necessitating their deployment. Due to the mission’s difficulty, Jack Krauser, a seasoned and decorated U.S. Army Special Forces operator, was selected as Kennedy’s partner. Krauser and Kennedy were tasked by the government to infiltrate the country and find Hidalgo. To prevent a potential biohazard outbreak, the pair were sent to investigate.

During the mission, they operated as a two-man cell amidst a t-Virus outbreak. Kennedy met Manuela, a girl believed to be the only survivor of her village, though it was unclear why she did not escape. Manuela was Hidalgo's daughter, suffering from a rare disease and kept alive by her father through the t-Veronica Virus, with constant organ transfers, harvested from abducted local girls. While exploring Hidalgo's compound, Kennedy confided in Krauser about his traumatic night in Raccoon City and Redfield's encounter with the t-Veronica virus to explain Umbrella’s B.O.W.s. Eventually, Kennedy and Krauser confronted Javier after he fused with a plant infected by the t-Veronica virus. Manuela helped by unleashing the virus’s effects on her father. Hidalgo was killed, and Manuela was taken into government custody. Kennedy parted ways with Krauser after the latter was discharged due to an injury sustained in the mission. Later that year, Kennedy learnt Krauser had apparently died in an accident.[32]
Los Iluminados (2004)
In 2004, President Graham’s daughter, Ashley Graham, was abducted while returning home from the University of Massachusetts. The operation bore the hallmarks of an inside job. American intelligence operatives tracked her to a remote village in Spain.[33] With government agencies under scrutiny due to a suspected mole, Kennedy was sent alone to investigate.[34][35]

Arriving with two municipal police officers from Madrid, Kennedy was immediately attacked by hostile villagers. The locals forced the officers into a ravine, removing his backup. As he approached the village, Kennedy discovered signs of mass murder. Over the course of the day, it became clear the villagers were followers of a neopagan cult known as Los Iluminados. The group was led by a self-styled prophet Osmund Saddler assisted by Fr. Bitores Méndez and Ramón Salazar. Cult members were implanted with a genetically engineered parasite known as Las Plagas during baptismal rites to ensure absolute obedience. Saddler ordered the villagers to kill any intruders to protect their research.[36] Eventually, Kennedy was captured by the cult shortly after locating a fellow hostage. Saddler implanted him with a Plaga, hoping he might be useful. However, the true motive behind Saddler's act was unclear, even to his lieutenants, and the villagers continued their attempts to kill Kennedy. His fellow captive, Dr. Luis Sera, a former researcher for Saddler’s bio-weapons program. Sera had attempted to escape with a Dominant Plaga egg, intending to exchange it for extraction by "The Organization," a shadow group affiliated with Dr. Albert Wesker. To conceal his true identity, Sera falsely claimed to be a former Madrid police officer.[36]

Kennedy’s investigation led him to believe Graham was being held in a chapel. After losing consciousness, possibly due to the Plaga, Kennedy regained his strength and rescued her. However, they were confronted by Saddler, who revealed both had been implanted with Plaga eggs. Saddler planned to return Graham to the United States as a sleeper agent to extend his influence.[37] While attempting to escape, the pair discovered a government helicopter meant to extract them had been shot down, likely by the mole within the government.[35] Forced to seek shelter, they spent the night in a remote cabin before heading to a nearby castle.[38] Along the way, Kennedy fought and killed Fr. Méndez, enraged by the loss of his congregation.
Within the castle, Kennedy’s communications were jammed,[39] a sign the mole had access to classified radio frequencies. He soon met Ramón Salazar,[40] the castle’s young noble lord who commanded an army of monk-like Plaga hosts wielding medieval weaponry. Graham was repeatedly abducted throughout the night,[41][42] forcing Kennedy to operate alone for most of the mission. In the castle courtyard, Kennedy encountered Wong again, now a spy working for Wesker’s Organization.[43] She had been sent to retrieve the Plaga sample Sera had stolen. However, Sera was soon after killed by Saddler upon being discovered with the egg.[44] Saddler relocated himself to a nearby island research complex with Graham. Kennedy pursued him, battling through the castle ruins, an ancient underground city, and a cathedral tower. After defeating Salazar, who had fused with a Plaga Queen, Kennedy traveled to the island with Wong in search of Graham.[45][46]

On the island, Kennedy confronted bio-weapons created through Plaga experimentation, including the Regeneradores. After rescuing Graham from a prison cell, she was once again abducted, this time controlled directly by Saddler via her parasite.[47] During the pursuit, Kennedy encountered Krauser who he had presumed dead.[48] Krauser had joined the Organization and was originally tasked with obtaining the Dominant Plaga. He orchestrated Graham's abduction but was replaced by Wong after infecting himself with the parasite. Kennedy fought Krauser, severely wounding him in a mutated form. Believing him dead, Kennedy moved on, with Wong later dealt the killing blow. With radio jamming lifted, Kennedy made contact with a second government helicopter, which launched an attack on the island militia before being destroyed by Saddler’s forces.[49][50] Following clues left by Sera, Kennedy and Graham found equipment designed to kill the Plaga inside them and successfully removed them.[51]

Saddler was ultimately killed by a rocket launcher with Wong's assistance after Graham was rescued. However, Wong betrayed Kennedy by seizing the sample, though she left him a means to escape via a jet-ski.[52] Kennedy and Graham escaped as timed charges detonated across the island, causing widespread cave-ins.
After their extraction, Kennedy filed a classified report on the incident, later known as the Kennedy Report. The document was shared with the Bioterrorism Security Assessment Alliance to prepare for future threats involving the Plagas. In the aftermath, Kennedy became aware of cult remnants still active in the region. Some survivors turned to bioterrorism, while refugees who returned home were re-infected by dormant Plagas, rendering the region dangerous once more.
Harvardville Incident (2005)
Following the 2004 Terragrigia Panic, the global threat of bioterrorism escalated. Former Umbrella Corporation researchers were suspected of distributing B.O.W.s on the black market, prompting increasingly aggressive countermeasures. In response, the government entered a partnership with the pharmaceutical conglomerate WP Corporation to mass-produce a t-Vaccine capable of neutralizing the effects of the t-Virus, Umbrella’s primary bioweapon. Notably, in 2002, soldiers loyal to General Miguel Grandé triggered a t-Virus outbreak in India. The incident was contained through the emergency deployment of WP's vaccine, leading to the authorization of an additional three years of clinical trials in the region.[53]

In November 2005, a coordinated bioterrorist attack was launched at Harvardville Airport, resulting in mass panic, a terminal riot, and the crash of an incoming airliner. The U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) confirmed the t-Virus was used in the attack. The 75th Ranger Regiment was deployed to its headquarters to eliminate infected individuals, while the company was instructed to vaccinate all soldiers and civilians under quarantine. President Graham dispatched Kennedy to oversee the operation, citing his extensive experience in combating t-Virus outbreaks. Inside the airport, Kennedy led a local team to rescue five survivors ahead of the military assault. Among the rescued were Senator Ron Davis and his old friend Claire Redfield, now a member of the NGO organization TerraSave.[53]
During the cleanup effort, Kennedy received information from Ingrid Hunnigan indicating the FBI had apprehended a soldier from General Grandé’s army in Los Angeles. The detainee warned of a looming nationwide attack if the government refused to acknowledge its ties to the original t-Virus project. Soon after, WP Corporation vaccine delivery trucks were destroyed in a bombing. Kennedy began his investigation into Dr. Curtis Miller, an outspoken critic of WP who was last seen at the airport in the initial attack. Accompanied by Dr. Miller’s sister, Angela Miller, a member of the Special Response Team (S.R.T.) Kennedy drove to Miller's home, only to find it had been destroyed in a fire. Their investigation was soon redirected to a new explosion at WP’s Air Dome Laboratory on the outskirts of the city.[53]

Kennedy and a Ranger unit infiltrated the heavily damaged laboratory, which had been compromised by a bombing that caused a second t-Virus outbreak. Having found shelter on the building’s top floor, Redfield was the only uninfected survivor. Chief researcher Dr. Frederic Downing was presumed dead in the blast. Dr. Miller was seen on the ground floor, having willingly infected himself with the G-Virus, which was acquired through black market channels. Now a G-mutant, Miller slaughtered the Ranger squad and began pursuing his sister Angela, instinctively drawn to her for propagation purposes. Kennedy protected and guided Angela through an underground escape route. Miller perished after falling down a shaft into an explosion triggered by the facility’s containment protocols.[53]

In the aftermath, Hunnigan informed Kennedy General Grandé had confessed during FBI interrogation, admitting he was only a courier for transporting samples of the t-Virus, t-Vaccine, and G-Virus out of the country. Evidence implicated Dr. Downing, who had faked his death in the bombing to escape with viral samples. Kennedy, Angela, and Redfield tracked Downing to a planned handoff location. There, Downing was arrested and confessed to have been a former Umbrella researcher at NEST. He admitted to have stole a G-Virus sample and assumed a new identity, following his escape from Raccoon City. It was revealed the Indian outbreak had been orchestrated by Downing as a marketing stunt for both the t-Virus and the t-Vaccine. Radicalized by the event, Miller later carried out the Harvardville attack as a follow-up act.
Following Downing’s arrest, WP Corporation collapsed and was quietly absorbed by Tricell, a pharmaceutical competitor tied to Albert Wesker through acquisition channels.[53]
Pittsburgh Incident (2006)

In 2006, approximately one year after the collapse of WP Corporation, a bomb exploded at the Carnegie Museum of Art in Pittsburgh, Pennsylvania, killing security guard Monica Posey. The following day, the FBI called in Kennedy to assist in the investigation due to similarities with a previous bioterror incident he had recently handled. Upon arriving in Pittsburgh, Kennedy met museum director Abigail Schwartz, head of security Jamal Hawkins, and Pittsburgh Bureau of Police Detective Joseph Pascazzi. Kennedy informed them the explosive used in the attack was nearly identical to one used in his last operation, with several suspects from that case still at large. He speculated the bomb had been intended to detonate on the opening day of the museum’s new Greco-Roman Antiquities exhibit but had been triggered early when Posey attempted to alert Hawkins over her radio.

Further investigation revealed the museum’s security system had failed to record the bomb's planting, and law enforcement agencies had found no promising leads on suspects. Kennedy began to suspect this was an inside job. Reviewing the museum’s personnel files, one name stood out: Mack Storm. Kennedy recognized the name from the earlier bombing case. Hawkins confirmed Storm had recently transferred from St. Louis on the recommendation of retired guard Philip Zelenetsky. Storm was interviewed by police after the bombing but raised no suspicions at the time. Seeking answers, Kennedy and Pascazzi tracked Storm to his residence in McKees Rocks. There, the agents discovered the real Mack Storm’s body stored in a freezer, indicating someone had assumed his identity. They were interrupted by a gunman—posing as “Mack”—who shot Pascazzi in the shoulder before fleeing in a van with an accomplice. Kennedy gave chase but failed to apprehend them. He did, however, record the van’s license plate. Investigating the apartment above, Kennedy found documents linking the residence to a man named Frank Wright.[54]

The next morning, Kennedy joined Pittsburgh police at Wright’s listed residence, where they discovered bomb-making chemical residues, a map of the city with Frick Park circled, and a password-protected laptop. Kennedy prepared to leave for the park when he overheard a distress call: Monica Posey had reanimated as a zombie during an autopsy at the Allegheny County Medical Examiner’s Office. Rushing to the scene, Kennedy contacted Schwartz to identify any staff who had been present at the museum on the night of the bombing and were now absent. Schwartz identified Jamal Hawkins and José Santiago. Kennedy ordered them to be taken to a hospital for t-Virus testing and instructed her to alert the Centers for Disease Control and Prevention (CDC). At the morgue, Kennedy helped local police eliminate the infected, though one officer was zombified and another was exposed. After securing the building, Kennedy ordered a sweep of Wright’s home for t-Virus contamination and traveled to Frick Park. There, he spoke with a homeless man who mentioned a rally had taken place at the park around the same time Wright had visited.[55]
Kennedy visited Allegheny General Hospital, where Hawkins and Santiago were isolated with symptoms believed to be a severe flu. He advised staff to send blood samples to a federal lab for t-Virus analysis. Meeting again with Pascazzi who was recovering from his injury, Kennedy learnt a second bombing had taken place in the Willie Stargell Community Center. Kennedy and technician Alec Attico reviewed Wright’s laptop, containing recent MapQuest searches for both the community center and PNC Park. Additionally, a mailing list titled "Overgrown," containing articles about population trends, birth rates, and food shortages. From this, Kennedy deduced the attackers were targeting densely populated public events and PNC Park would be the next likely target in that evening’s Pittsburgh Pirates game. Kennedy contacted Schwartz again and asked to be connected to the highest-ranking CDC official available, Dr. Lee. He informed Lee about the second bombing and potential for another viral attack. Investigating the community center bombing, Kennedy found responding officers attacked by zombies, including Rasheen Washington, the facility's director. He called for backup from Lieutenant Greenwalt. A SWAT team arrived, and together they neutralized the infected. Kennedy ordered exposed civilians to be taken to Allegheny General Hospital for screening.
After the site was secured, Kennedy met Greenwalt at the police headquarters to discuss findings from Wright’s computer. Among them were articles and emails referencing the “Population Correction Movement,” which espoused the belief that global overpopulation was unsustainable. Although later debunked, the movement’s ideology appeared to have radicalized certain individuals. Greenwalt noted the Frick Park rally had been organized by this movement and several protestors had been arrested, though none had linked speeches or materials to the recent bombings. Kennedy theorized the group was specifically targeting large public gatherings. Learning Pascazzi had participated in the arrests, Kennedy returned to the hospital for further details.[56][57]
At the hospital, Pascazzi revealed he had arrested members of the movement two months prior. During their conversation, he suddenly went into cardiac arrest. Despite resuscitation efforts, Pascazzi was pronounced dead at 5:07 PM, only to reanimate moments later. Kennedy was forced to put him down. The hospital nurse confirmed Hawkins and Santiago were improving but still awaiting lab results. Kennedy instructed staff to wear hazmat suits around all bombing victims. Before leaving, Kennedy attempted to contact Schwartz but was informed she had taken a sick leave. Unable to reach her by phone, he left a message warning her of potential infection. Later, he learned both Schwartz and her husband, Russell Welsher, had succumbed to infection and were killed shortly afterward.[57]
At the station, Kennedy and Greenwalt viewed a televised broadcast by Riley Queen, leader of the Population Correction Movement (PMC). Queen claimed responsibility for the attacks and declared them a mere demonstration of the group’s commitment to its cause, warning further bombings. Shortly afterward, police received a 911 call from Frank Wright, located at a motel in Enlow. Emergency responders identified symptoms of t-Virus exposure and quarantined him in the ICU. Kennedy was granted permission to interrogate Wright under strict biohazard protocols. Before dying, Wright revealed the location of the PMC headquarters. With SWAT support, Kennedy led a raid on a cabin in Tarentum, Pennsylvania, killing several members and wounding Riley Queen. Queen and surviving PMC members were taken into custody.
At a police press conference, Kennedy and Greenwalt observed proceedings from above. Shortly thereafter, Kennedy was summoned to the White House and provided transportation to Washington, D.C. The two men parted amicably, with Kennedy departing by helicopter to continue his work at the federal level.
Penamstan Conspiracy Incident (2006)

Shortly after the Pittsburgh Incident, the White House was placed on alert after an unidentified individual hacked into confidential files. An investigation was commenced, overseen by President Graham, his Chief of Staff Ryan, and his Defense Secretary Wilson. All personnel presented in the White House on that day were subjected to investigation, which is to be led by four selected federal agents: Patrick, Jason, Shen Mei and Kennedy who was running late so the initial meeting took place in the Oval Office without him.[59]

Right as Kennedy arrived, the power went out and the Secret Service were ready to take Graham to the Beast (the Presidential State Car) if necessary. When the backup power failed to turn on, it became clear the suspected mole from the previous night was still in the building. The agents left the Oval Office in search of the mole; Patrick was almost bitten by the mysteriously zombified White House Press Secretary Spacer, but was saved by Kennedy. He met Graham at the Oval Office and warned him of the situation; the escape to the Beast was called off in favor of the bunker. Kennedy, Shen Mei and Jason began scouring for zombies, while Patrick was sent to the bunker with Secret Service detail for Graham's protection. Metro SWAT were called in as backup for precaution. They soon find the virus had spread rapidly, infecting dozens of staff members. However, they were able to eliminate the infected and the building was cleared of all zombies.[59]
After consideration, Graham decided it was best to cover up the incident, and the victims were declared to have gone on leave. Claire Redfield later spot Kennedy, much to his surprise, and was confided about her discovery of a biohazard in Penamstan. Later, the DIA's investigation determined the stolen files were of a bio-research facility in Shanghai. A top-secret operation was drawn up, in which Kennedy, Jason and Shen Mei were to infiltrate the facility. They were flown to Guam and boarded one of the new Virginia-class submarines at Apra Harbor, modified for SONAR stealth and provided with a modified Advanced SEAL Delivery System (ASDS) midget submarine.[59]

During the trip, Jason opened up to Kennedy about his days in the Army and Penamstan Civil War, with Kennedy being all too familiar with dealing of Zombies. They had separated views of things, however; when Jason described Raccoon City's bombing as a necessity to save the country, Kennedy pushed back, still bitter over the Army's cowardly withdrawal. The submarine was unexpectedly rocked, and they head to the bridge, only to found the crew had been killed. While Kennedy head over to the engineering section, Jason met up with Shen Mei en route to the ASDS. He arrived to find the engineers dead, finding mutant rats had burrowed into their bodies. Due to the dangers of using firearms onboard a submarine, Kennedy sealed them behind a hatch. When the self-destruct system was triggered, Kennedy ran to the ASDS, electrocuting another swarm of rats on the way. When reaching the ASDS, Shen Mei put a gun to his head but was ordered to stand down by Jason. The two escape with Kennedy as their prisoner, bound for Shanghai as the submarine explodes.[58]
The ASDS reached Shanghai, and they head over to a safe house that was set up for their mission. Kennedy suspected the two were traitors working for the Chinese, and though Jason insisted he was working to expose a conspiracy within the government, Kennedy did not believe him. The discussion turned violent, with both men reaching for their guns; Kennedy emerged unscathed with Jason sustaining a gunshot wound to the chest, but Shen Mei escaped during the fight.[58]

Kennedy tailed her to her family's mansion outside of Shanghai, and took Hao Ran hostage to demand the truth. Shen Mei revealed her role of handling radio communications between Wilson and the soldiers, during the civil war. However, she was forbid to respond to Mad Dogs' request for evacuation, even when a survivor was picked up from Alpha Two, her brother Jun Shī. When they unexpectedly arrived at base, Shen Mei confronted them, only to find her brother afflicted with Cannibal Disease. Since then, she had been collaborated with Jason, trying to find evidence and publicly expose Wilson for conspiring to deploy bio-weapons in Penamstan. Though dismissive of Jason, Kennedy found her persuasive when she showed him her brother's visage. The Mad Dogs filed false reports about the incident, though only Jason and Shen Mei were willing to investigate Wilson while others were discharged. She used her family connections to have her brother quietly smuggled out over the Chinese border to escape euthanasia. Following their six years of investigation, they had come no closer to expose the conspiracy until a recent breakthrough: a computer chip planted on Jun Shī when he was infected, which had been recording biometric data on behalf of a B.O.W. manufacturer involved in the war, and identifiable. Suddenly, the mansion was destroyed in a bomb blast; the ceiling caved in, crushing her brother, Hao Ran and her grandfather, Kennedy managed to drag her out before its destruction.[60]
They stand alone in the ruins, though Kennedy possessed the chip. She begged him to hand it over so Wilson could be exposed. He declined on the fact that Shen Mei would become a target by the government. Kennedy deduced Jason was to blame for the explosion and had planted to conduct acts of terror in revenge for his experiences in Penamstan, rather than seeking justice.[60]

They return to the U.S. intent on apprehending Jason, with Kennedy notifying Patrick of their discovery. They entered a research facility beneath Andrews Air Force Base in Maryland where Graham was holding a press conference. They found Jason had failed to take his inhibitor and mutated into a large humanoid mutant. Wilson was infected after being bitten in the neck. The facility's supercomputer deemed a biohazard was taking place, and began to dispose tanks one by one, containing unconscious super-soldiers into a vat of highly corrosive acids. Shen Mei pleaded, but Jason could no longer control his violent impulses and killed her, planning to emerge on the surface and massacre the attendants on live TV. Redfield who was kidnapped by Wilson's agent after her ongoing investigation about the Mad Dogs, was put at risk by the acid which has reached her floor. When he spot her, Kennedy chose to save her rather than continue his pursuit.[61]
Kennedy armed himself with a bazooka from a nearby armory, ready to blow up Jason if necessary, but his attempt failed as Jason countered, with Kennedy almost being knocked into the acid. Kennedy caught up and destroyed Jason's right arm with an anti-materiel rifle, only to be grabbed him by the neck. Rather than killing him, Jason chose to spare him in favor of his plans. To save the President, Kennedy pulled a lever and send their section fall below, but escaped by grabbing hold of a cable. As the acid began to recede, Kennedy found Jason still alive, though dissolving while embedded onto a piece of metal. He warned him the spread of true fear, before falling below and dissolving completely. Back on the surface, Kennedy saw Graham off on Air Force One.[61]

Late in the afternoon, Kennedy found Redfield outside the White House. She asked for the chip so she could deliver it to the press. However, Kennedy refused on what Jason had said about his willingness to spread terror in people. She was disappointed in his decision, commenting the "outfit" didn't suit him and left. He promised to himself he would stop it, and proceeded for the press.[61]
Wesker's Death and Meeting Chris (2010)
In the following three years, Wesker built up a criminal empire for himself with Tricell's resources, leading to massive fragmentation upon his death at the hands of the BSAA in 2009.
In 2010, at one of the TerraSave reunions, Kennedy and Chris Redfield met for the first time, thanks to his old friend Redfield's presentation, and created a friendship that would help break the barrier between the BSAA and the United States government.[62]
Eastern Slav Civil War (2011)

Counter-terrorism policy changed in the presidency of President Adam Benford, Kennedy's friend who had recruited him into USSTRATCOM. The Anti-Umbrella Pursuit and Investigation Unit was disbanded, and its agents were transferred to the newly founded Division of Security Operations at the start of 2011.

In February 2011, the U.S. began investigating allegations rebel forces in the Eastern Slav Republic's ongoing civil war were using bio-weapons. Kennedy was ordered out of his vacation to meet up with a CIA agent, "Scarecrow", and use any information to aid in his investigation. The situation reversed soon after Kennedy's arrival, when the government ordered its agents to leave the country. Kennedy ignored the order and made his way through the war-torn Holigrad. He succeeded in meeting Scarecrow, but the man soon died of wounds stemming from an attack by Lickers, and could only utter the word "beekeeper". Soon after, Kennedy was captured by Ivan Judanovich the proletariat's leader who was using a Dominant species Plaga to control the parasitized Lickers.
Kennedy woke up in a basement tied up, and guarded by Alexander Kozachenko and JD. The two questioned on why an American would be sent into the area. The intended interrogation failed to take place when the house became a target by the Eastern Slav army. Kennedy himself took note of Judanovich who sat in the room coughing, and immediately suspected he was deteriorating due to bio-weaponry. The three rebels abandoned their basement hideout and flee through tunnels, with Kennedy following them. In the tunnels, Kennedy was attacked by a Ganado, a former rebel leader named Chenkov whose mind had been taken over by the parasite. Kozachenko meanwhile received a promotion to the leadership by Judanovich, who ordered his own execution to prevent being turned.

Kennedy and JD escaped the tunnels on their own, heading to a church where the rebels were using the building as a base. The two evaded a number of Ganados, and witnessed the unforeseen effects of the rebels' use of them, seeing numerous Ganados implanting parasites into captives. When they arrived at the church, JD accused Kennedy to be behind the civilian's parasitization. Kennedy informed him of the Plaga, telling him it was the work of the parasite. Additionally, Kennedy informed JD those infected would never be human again, the most one could do is to remove the spinal cord and hoped for paralysis. At that moment, Kozachenko entered the church with two other members of the resistance, a third watching Kennedy from above. Kozachenko informed JD Kennedy was telling the truth, and revealed his intentions of further interrogating him. Sarcastically responding he hoped they could get to the truth, Kozachenko punched Kennedy and was taken hostage again.
After Kozachenko departed, JD ordered the others to allow him to speak with Kennedy alone. He was taken outside where JD cut his bindings. Kennedy slammed JD against the wall and criticized the proletariat's method of using B.O.W.s. Although JD tried to rationalize it and vie for sympathy, Kennedy dismissed it, telling JD it would be something the two of them would never see eye-to-eye on. As Kennedy prepared to leave, JD told Kennedy of Kozachenko's past. He explained how the government soldiers bombed the school Kozachenko used to work at with his fiancée, Irina, thinking the school was to support the rebels. When Irina and the children were killed, Kozachenko joined the resistance for revenge. JD pleaded Kennedy to save Kozachenko, to get to the Plaga before him so he did not have to see his friend turn into a monster. Returning his gun to him, JD told Kennedy Kozachenko was heading to the central marketplace where the Council of Elders had left the Plaga for them. Kennedy silently took his gun back and headed off.

Kennedy arrived at the marketplace to find the case holding the Plaga empty. A voice caught Kennedy's attention, causing him to turn swiftly and attack. The two fought briefly, though Wong easily evaded Kennedy's attacks as she flipped away and aimed her grappling gun at him. Kennedy realized who his attacker was, questioning what Wong was doing in Eastern Slav Republic. Wong merely retorted with the same question. He immediately followed up by asking if she was responsible for releasing the Plaga, a notion she found laughable, noting she wasn't interested in "defective products". Wong spoke briefly about her job, causing Kennedy to ask again her reason for being in the country. She flirted briefly with him, asking when they would continue "that night". Kennedy smirked and simply told her any time but then. Amused by Kennedy's rejection, Wong made her escape, warning him the town would be purged soon.
Returning to the church, Kennedy found most of the inhabitants dead by JD. JD told Kennedy he merely let his guard down for a second; he returned Kennedy's gear before he began to turn. Kozachenko arrived and blamed Kennedy for what had happened; however, JD claimed Kennedy was not their enemy. JD succumbed to the parasite and attacked Kozachenko; however, he was promptly killed by Kennedy. Kennedy tried to reason with Kozachenko, asking him to hand over the parasite but was refused. The government began to bomb the area, causing the church to collapse. Kozachenko escaped, with Kennedy in pursuit. He made his way to the presidential building, which had been left devastated by the Lickers and hundreds of soldiers dead. Kennedy infiltrated the building, and was met with two Lickers who failed to detect him, until a soldier reached for his leg and whimpered in pain. Kennedy ran from them, killing one and causes the other to fall to its demise after he charged through a door, beyond which was a massive elevator shaft.

Kennedy descended to a B.O.W. manufacturing facility. Encounters Wong again, Kennedy was informed they were mass-producing Control Plagas. Kennedy and Wong are quickly surrounded by guards and confronted by Svetlana Belikova, the President of Eastern Slav Republic. Wong deactivated the lights to made her escape. Kennedy used the confusion to shoot at Belikova's guards, prompting them to fired out of panic, hitting each other indiscriminately and allowing Kennedy to take Belikova hostage. As he attempted to make his escape, he asked Belikova if she was "the beekeeper", the one who released the Plaga. Belikova was amused Kennedy had no clue of her identity before displaying her combat skills to throw him off. A fight ensued between Kennedy and Belikova's guards, which was interrupted by Kozachenko and his horde of Lickers. However, Belikova released her own B.O.W.s, two advanced Tyrants. This initiated a biohazard alert and the facility began preparations for incineration. Kozachenko and Kennedy escaped the facility as the two Tyrants incidentally caused the access elevator to fall.
A third Tyrant followed them out and they attempted to fight it. Kozachenko used his Lickers to lure the Tyrant to to a tanker truck full of explosives; Kennedy promptly shot it with incendiary rounds, destroying the creature's Power Limiter. Its power increasing, Kozachenko drove a tank at it. Kennedy manned the turret and attempted to shoot the Tyrant's head, but the B.O.W. constantly evaded, so Kozachenko summoned a Licker to cover the Tyrant's face, allowing Kennedy to blow its head off. Climbing out of the tank, Kennedy remarked that after years of fighting B.O.W.s, he never expected to be saved by one. His relief is short-lived, as the earlier two Tyrants soon emerged from the Presidential Palace. Kennedy attempted to help Kozachenko flee but they were unable to outrun them. Kennedy drew his combat knife, the only weapon he had left. To his luck, an American plane killed the creatures before they could reach him. At this point Kennedy realized the U.S. government had been watching him the whole time.

Watching a joint American-Russian taskforce invade the capital, Kozachenko asked Kennedy if he knew this would happen. Kennedy stated if he did he would've remained on vacation. Kozachenko asked Kennedy to kill him, not wanting to turn. Kennedy refused; Kozachenko attempted to shoot himself, only for Kennedy to take his gun, and told Kozachenko he owed the people who died alongside him his life. Kennedy shot Kozachenko in the spinal cord, severing his Plaga's link.
Due to the extend of his injuries, Kennedy was rescued by the United States Air Force and taken to a hospital in Poland for treatment.[64] In his hotel room, Hunnigan informed him Belikova had resigned from her position. Kennedy, upset by the government's actions, poured himself a drink before hanging up on Hunnigan.[65]
Global Bioterrorist Attacks (2013)

Kennedy met President Benford at Ivy University in Tall Oaks on June 29, 2013, and was informed of his new policy for the War on Terror. While harmful to American prestige and defence to reveal the truth about their involvement in Raccoon City, Benford believed it was necessary for long-term relations. In the evening, Benford was infected with the newly engineered Chrysalid Virus, in an apparent terrorist attack just before his speech was due, and was reluctantly killed by him when Benfrod tried to kill Secret Service agent, Helena Harper.[67]
Kennedy escaped the city to Tall Oaks Cathedral on Harper's advisement, where she led him to a limestone cavern where a bio-weapons research facility was based. There, she revealed to him her sister Deborah had been abducted on the orders of National Security Adviser Derek C. Simmons to force her participation in a plot to assassinate Benford. Simmons's organisation, The Family, had taken it upon itself to research B.O.Ws on behalf of the United States to guarantee the U.S. beat rival countries such as China in a hypothetical gap. As footage and accounts of the U.S. Army's action in Raccoon City was useful combat data for B.O.W. manufacturers, Benford's proposal was seen as reckless and a threat to national security. With Simmons controlling the countermeasures for the outbreak, the city of 77,000 was bombed on Sunday morning, wiping away any evidence implicating the Family, and denying the release of footage useful as combat data. An organisation calling itself Neo Umbrella claimed responsibility for the attack, and began another in the Chinese city of Lanshiang.

Soon after the bombing, Kennedy and Harper got in touch with Hunnigan and had her misreport them as deceased following Simmons' declaration of them as suspects in the attack, having learnt he was bound for China. The two were booked onto a flight to take their investigation to him. On their way to China, complications arose when a Lepotica chrysalid hatched in the plane, infecting all passengers with the C-Virus. Kennedy and Harper were forced to fight their way through the zombie infested plane, and it crashed close by where Jake Muller and Sherry Birkin happened to be. When the four met, Kennedy asked Birkin what she was doing there, and learnt she was on protective detail. Birkin returned the same question to Kennedy, and learnt they were tracking down Simmons, the mastermind behind the chaos. However, a confused Birkin informed Kennedy Simmons was her supervisor on this protective detail.
Amidst Kennedy's arguement with Birkin, Ustanak appeared on the destroyed plane. The four together defeated the creature. After a heated battle, Kennedy and Harper were separated from Muller and Birkin when an electrical tower fell on Ustanak. Birkin yelled to Kennedy they were to meet Simmons in Kwun Lung building in Koo Cheng. Before Kennedy could advise her, the tower exploded. As Harper wondered if they would be alright, Kennedy hoped Muller was as good as he claimed to be. While making their way to Koo Cheng, Kennedy and Harper fought their way through a market while being chased by a Rasklapanje. However, they killed it by forcing it into a grinder.

When Kennedy and Harper found "Wong" entering a building, they followed her and dodged several traps along the way. Eventually, they got to Chris Redfield and Piers Nivans was cornering her, with them believing her to be responsible for the deaths of Redfield's men and the outbreaks that occurred. Redfield and Kennedy briefly struggled, ending with the two holding gunpoint at each other. Kennedy asked Redfield to spare her as she was needed as a "key witness", but Redfield angrily told Kennedy "Wong" was the culprit committing the global attacks. Kennedy disagreed, indicting Simmons to be responsible. Redfield argued all his men were lost because of "Wong", and Kennedy argued over 70,000 people have perished including Benford because of Simmons. Following a tense standoff, "Wong" escaped with a flash bomb, leaving Redfield and Nivans to pursue her with the intention of taking her to custody after Kennedy convinced him. Kennedy and Harper left to find Simmons.[68]
Reaching the Kwun Lung building, Kennedy assured Harper it was fine for them to pursue Simmons and let Redfield follow "Wong." Going inside, they found Simmons and members of The Family, with Birkin and Muller joining them shortly after. To answer Birkin's questions, Simmons admitted to be involved in Tall Oaks's attack, but blamed Kennedy for Benford's death. The Family fired on the four, causing them to hide for cover. When Kennedy and Harper told Birkin and Muller to escape as they provided cover, Birkin gave them a chip containing information that could stop the C-Virus. As Birkin and Muller escaped, Kennedy and Harper open fired on The Family, before jumping to a nearby train in their pursuit for Simmons, who was shot with an enhanced C-Virus dart by a J'avo.

As they pursued him to the train's front, Simmons tried to divert their attention by placing the blame on Wong, then tried to rationalize his actions. Kennedy and Harper dismissed his remarks as Simmons became enraged and succumbed to the enhanced virus's effects, Simmons's body mutated to a larger canine-like creature of bone and muscle. Unflinching, Harper prepared to take a final shot at Simmons. The two fought Simmons throughout a series of train cars, though he showed no signs of stopping and taunted Harper with her sister's death. Simmons prepared to ram the train they were on head-on, though they tripped him as they opened fire, causing Simmons to be rammed over and flipped him back to top of the train. His body briefly succumbed to the damage and reverted back to his human form. No soon had he recovered and mutated again, than Simmons declared what the consequences were to happen if he died. Kennedy retorted the world would be better off without him.
Enraged, Simmons used his brute strength to dislodge a piece of the train's roof and sent it flying towards them. Kennedy slide and shot the debris, knocking it off course and giving Harper an opening to fire a bullet directly into the mutated Simmons' head. Distraught with The Family abandoning him, Simmons slipped from the edge of the train and fell onto the tracks, getting ran over. The cars became dislodged from the rails and Harper and Kennedy were forced to leap off to the water nearby. Alive and exhausted, they pulled themselves ashore just outside of Tatchi. They briefly overlooked the wreckage caused on the bridge railroad before walking up off of the dock, watching civilians being safely escorted by the BSAA. Harper asked Kennedy if the ordeal was over to which Kennedy affirmed.

Before Harper and Kennedy could relax, Hunnigan informed them Birkin and Muller were abducted. Harper realized the files Birkin had given to them were related. They looked over the files, with Harper pointing out the key to stopping the C-Virus was in Muller. As Kennedy tried to get in contact with someone in the BSAA to help rescue them, Harper spotted an object flying just above. With Redfield patched through, Kennedy informed him of their location, but was urgently told to leave immediately. The object overhead Harper had spotted was a missile that released the C-Virus in a blue fog over Tatchi, infecting countless people. Kennedy asked Redfield to rescue Birkin and Muller and learnt Wong was dead. Concerned, Harper asked Kennedy if he was alright, but Kennedy only distantly told her to find survivors and escaped the city. With some BSAA operators's help, Kennedy and Harper avoided the blue fog and escaped into a jeep with one of the soldiers.
They were driven to the Quad Tower where evacuees were being taken. On their way, a stray gas tanker briefly knocked them both out. As they came to, infected citizens began to surround them until Wong appeared in a helicopter, providing them with cover-fire as the made their escape. They found their way to a bridge overrun with zombies that would lead directly to the Quad Tower. However, a plane set inside a building dislodged itself, starting a series of explosions that destroyed the bridge. Harper and Kennedy were forced to flee, escaping to a BSAA helicopter only to found the pilot injured. Kennedy took the controls of the failing helicopter, keeping it suspended long enough for them to crash through the side of the Quad Tower. Barely escaping, Kennedy and Harper headed deeper into the building.

Harper brought up Kennedy's feelings for Wong. As they entered the Quad Tower, they were shocked to find Simmons alive. Still greatly angered, Simmons mutated into a new, gigantic form as he witnessed Wong circling overhead in her helicopter. With the help of Wong and the BSAA soldier they met back at the danger zone, Simmons' monstrous mutation was brought down again, though at the cost of the BSAA soldier's life. Wong retreated to the roof with her helicopter and Harper hoped the elevator was still operational. Noticing Kennedy's hesitation, Harper asked him what was wrong but he insisted it was nothing. On the elevator ride up, Harper pointed out of Kennedy's feelings for Wong. Before Kennedy could respond, the elevator was blown off course by an explosion, forcing the agents to make a wild leap to the neighboring elevator. Together, they climbed the support cable only to found Wong fighting with Simmons on top of a nearby connecting hallway between two of the towers.

With Wong evading to another section of the tower, Harper and Kennedy found the opportunity to fire on Simmons from afar until the platform they stopped on began to fall, forcing them to jump back to the support cable. Simmons' attention shifted to the two as they climbed further. Harper pleaded for Wong's help as she returned the favor, trying to slow Simmons with gunfire. Not long after, Simmons pursued Wong again, giving Harper and Kennedy the chance to find even ground. Kennedy asked Harper to provide cover, as he made his way to help Wong when she was knocked out by Simmons. From afar, Harper provided cover fire for the two, with Kennedy being knocked over the edge by Simmons until Wong rescued him. With Simmons gone, Wong bid Kennedy farewell before departing, though Harper urged him to go after her. However, Kennedy refused, determining to stick together.
Reaching the roof, they discovered Simmons was still alive, mutating further as bodies of the infected were absorbed to empowered himself. Though Simmons briefly blocked their exit, they injured him to the point he was defenceless as surrounding infected swarmed and feasted on him. They took note of the helicopter Wong had left for them and rushed to it, though Simmons, now mutated to a massive amalgamation of different insects, tried to stop them. Noting how Simmons used bodies of infected to regenerate, they used a loosened lightning rod to impale a zombie as Simmons absorbed to regenerate his damaged head. The rod attracted lightning from an ongoing storm, causing the electrified creature to crash through the floor. They reached the helicopter, but Simmons was determined to stop them.

The agents knocked Simmons off the roof with a rocket launcher left by Wong. As Simmons fell, he reverted to his human form, and was impaled on the obelisk. Watching Simmons' death, Harper spoke of her satisfaction at revenge, Kennedy suggested they get to the helicopter. Inside, the two found a compact left behind by Wong with a hidden compartment. Inside was a small data disk containing the evidence needed to prove Simmons was the mastermind, ensuring their innocence. However, Harper did not need it. Before he could retort, Hunnigan informed them a vaccine to stop the C-Virus was found. Before the Quad Tower could fully collapsed, they made their escape in Wong's helicopter.

Sometime after, Harper visited her sister's grave with Hunnigan, Kennedy, and other agents present. Harper was ready to be arrested for her crimes, as she thanked Kennedy. With Hunnigan's approval, Kennedy took Harper's arm, though instead of arresting her, he placed her gun in her hand. Harper was confused, proclaiming she was an accessory to Benford's assassination. Hunnigan informed her upon reviewing the evidence, it was decided Harper was not to be held for Simmons' crimes and those findings would never be public. When she tried to protest, Kennedy told Harper Benford would have done the same for her. Hunnigan suggested they go join the rest of the team. Before departing, Harper gave Wong's compact back to Kennedy, so he could return it the next time he crossed paths with Wong.[69]
A-Virus incidents and New York outbreak (2014)

Sometime in 2014, Kennedy lead a team of DSO agents to Bethesda, Maryland. Their mission was to apprehend and interrogate senator Stephen Eyre, who had been divulging information to The Family. Unbeknownst to them, Eyre's Porsche and DSO vehicles had been rigged with explosives, which detonated as the team approached. Kennedy was the only survivor and later visited the morgue to mourn his team. However, one began to reanimate, having been infected in the blast, forcing Kennedy to put them down. Unfortunately, his action stirred the rest awake, leaving Kennedy to do the same to them. Following his failed mission, Kennedy took a vacation to the rural mountains of Colorado, secluding himself in a quiet lodge. There, he began to heavily drink to cope with the mission's failure, Benford's death and his growing dissolution his job could bring about a difference.[71][72]
On his vacation, Kennedy was approached by Chris Redfield and Rebecca Chambers who wanted to consult him about the recent B.O.W. "attacks" in the United States and Mexico by Glenn Arias, former CIA agent turned bioterrorist who was using Animality Virus, its genome partially contained traces of a Plaga sample provided by Los Illuminados, allowing the infected to differentiate between friend and foe. Initially, a drunken Kennedy refused and was berated by Redfield, until Chambers quickly intervened between the two. There, Kennedy confessed his lingering trauma of Benford's death, and The Family's threat persisted over the current administration. Redfield sympathised with Kennedy's struggle, noting how similar he was to himself following his loss in Edonia and Lanshiang.[71] Shortly after, Kennedy was visited by his informant Patricio and angrily confronted the man for his betrayal. Amidst their argument, Arias's henchmen Diego Gómez attacked the restaurant, Gómez's daughter María kidnapped Chambers, and Patricio was heavily injured. The man begged Kennedy to save his family, before his death. Shortly after, Patricio's family called for him, unaware of his fate. Hearing the call, Kennedy agreed to collaborate with Redfield and his Silver Dagger to find the target of Arias' next attack.[72]

Extrapolated from Patricio's data, Kennedy and Redfield, and the Silver Dagger team extrapolated Arias's next attack to be New York where he was planning to infect the population through the use of tankers carrying the airborne 'trigger' for the virus. Redfield tasked himself and Silver Dagger member Damian to destroy tankers, rescue Chambers and capture Arias whilst the rest destroyed the tankers from airborne. There, they were provided with transportation to help with their mission: a Hummer that Redfield took, and a Ducati motorcycle for Kennedy. After destroying the first truck, Redfield, Kennedy and Damian were attacked by infected dogs that swiftly decapitated the latter before turning their attention to Redfield. He loudly revved his bike to attract the dogs before speeding off with them in pursuit, allowing Redfield to continue destroying the virus-filled tanker trucks. Leading the dogs onto the expressway, Kennedy killed the infected dogs and rushed to Arias's headquarter to help Redfield. Arriving in time to help him kill of the remaining zombies of the first wave, the duo were confronted with even more.

Kennedy and Redfield held them back until the latter decided time was running out for Chambers. He told Redfield to save Chambers as he stayed behind. Following Arias's fusion with Gómez, Kennedy arrived just in time at the roof top to save Redfield from Arias, slamming his bike into his legs. He skillfully dodged Arias's attacks and stunned him. When Arias was grabbing onto the osprey piloted by a Silver Dagger member D.C., Kennedy rode his bike at high speed and slam the vehicle into Arias. He shot the bike, causing it to explode and severely injuring Arias before he was killed by Redfield.

After Arias's death, Kennedy looked back upon his life and wondered how long they have to continue fighting B.O.W.s, only for Redfield to jokingly reply with a prior comment of Kennedy's about never making plans that far ahead.[73]

A year after the New York bioterrorist attack, DSO tasked Kennedy with rescuing robotics engineer Dr. Antonio Taylor, formerly employed by Defense Advanced Research Projects Agency and brought him to custody due Taylor leaking military secrets to oversea groups. Taylor was last seen in San Francisco, California before he was kidnapped and forced into a van. As his FOS support Hunnigan briefed him about the situation, Kennedy caught sight of the van and pursued throughout the highway, but was tailed by another motorcyclist who attempted to stop him, Kennedy brought down their vehicle only for them to jump on his bike and pulled both brakes simultaneously, halting to a sudden stop and hurling him forward, leaving the vehicle destroyed. The motorcyclist, without her helmet revealed to be Maria Goméz, jumped back to the kidnappers' truck.
Kennedy fights Valentine
Learning Taylor might be on Alcatraz Island, Kennedy investigated the tourist site and entered the sewage tunnel where he briefly engaged and encountered Jill Valentine who was conducting her own investigation on recent murder cases occurring in the city. In the sewers, they met several zombified tourists and Amphibian Lickers with both failing to conceal themselves from the creatures. They were pursued with Kennedy and Valentine supporting each other from their attacks. Finding an open, the two ran as Kennedy cleared them in an explosion.
Continuing their way, they entered the tunnel, formerly used for ammunition transport when Alcatraz was a military outpost, Kennedy and Valentine share information on their respective missions and determined they were linked together. Sensing a draft, Kennedy exposed an accessway to the armory where Licker Larva were incubating. They discover blueprints for Mosquito Drones which have been infecting people in the prison and city. Knowing they were nearby, the mastermind beckoned them to the prison cells where they held the Redfields hostage.

There, they were reunited, though the Redfields were exhibiting worsening symptoms of the virus and Kennedy identified the survivor in Claire's cell to be the missing Dr. Taylor. Not long after, Kennedy was pricked in the neck and infected by the drone. The mastermind revealed themselves to be former USS operator Dylan Blake and Arias's assistance Gómez who sought vengeance for her father Diego Gómez's murder. Blake revealed his goal of punishing corporations, organizations and agencies that were benefitting from bioterrorism including DSO, BSAA and TerraSave without working towards ending bio-terror. Further explaining his point, the former condemned him for his continue association with the government that propagated endless battles and coverups.

Valentine was spared from infection and forced to make the decision of killing Claire to save Taylor or let him die at her hands. Unwilling to make one, Blake fatally shot Taylor in the chest and Goméz incapacitated Valentine until Kennedy threw a flashbang, allowing her to escape to the sewage tunnels. Goméz subdued Kennedy and prepared to kill him until Blake ordered her to let him suffer through the virus's mutation while they prepare the final stages of their plan. When Taylor asked about their resolve to keep fighting even in bleak situations, Kennedy and Redfield admitted the world was messed up but could not save it by destroying or killing its people. Before dying, Taylor handed Claire the backdoor code to the network after hearing their resolves.
Goméz confronts Kennedy
Kennedy saw Chambers and called for her assistance in curing everyone of their afflictions. Once cured, he left to pursue Valentine and the culprits to the armory base. Kennedy intended to stop the drones release only to encountered Goméz who was glad of his survival. Still recovering from the virus's effect, the two fought with Goméz gaining the upper hand while Kennedy continuously deflected her attack. The fight reached its climax as Kennedy found an opening and impaled her chest on a metal girder. Goméz freed herself but died with Kennedy wishing her to find peace with her father.

Regrouping with the others, they confront the mutated Blake who fused himself with a Megalodon, creating a monstrous but resilient entity. They fire caches of weapons only for the creature to sustained little damage. Kennedy told Claire and Chambers to input Taylor's code and halt the drones' release while the rest dealt with Blake. Commandeering a fuel trick, Kennedy rammed into it and tossed a grenade but did little to harm it. When Valentine found a plasma rifle, she asked Kennedy and Redfield to distract it while the device charged full capacity. The pair distract it long enough for the rifle to sever the creature from its lower half but the attack failed to stop its rampage. When Claire and Chambers redirected the drones to the creature, overdosing and rendering weaken, it attempted to escape through the open waters. Kennedy and Redfield assemble a modified projectile weapon and fired at the floodgate's chains, pinning it by the neck. Valentine delivered the killing blow as the creature was strapped with a bag of grenades and blown up.
Outside the island, the group reminiscence about their time in the operation before reinforcements arrive and evacuated them from the premises with Kennedy jokingly add tour guide as another profession in his resume.[74]
Raccoon City Syndrome (2026)

28 years following the Raccoon City outbreak, the DSO decided to initiate an investigation into a mysterious case of unidentifiable deadly illness that affected any survivors that had escaped the 1998 outbreak, with agents Kennedy and Birkin becoming two of its latest victims. In October 2026, the illness have claimed 4 victims of former Raccoon City survivors dying to this illness across the United States, with the 5th being reported to have found in the abandoned Wrenwood Hotel in the city of Wrenwood, a neighboring city next to the desolate Raccoon City. Eventually, Kennedy came to Elbridge, a place within Wrenwood where the 6th body was found in an alley near the railway. He confirmed to his current FOS support Birkin whose role was force to relegate due to her syndrome. Using the info of his fellow agent Andrew Hughes, Birkin directed Kennedy's suspicion to Victor Gideon, former Umbrella scientist and t-Virus researcher.

Birkin tipped Kennedy off about a missing officer near the Wrenwood Hotel, prompting him to check the location. While being stuck in traffic, Kennedy spot Gideon carrying an unconscious girl on his back. Rushing out to meet him, Kennedy saw Gideon shooting several people with a dart gun, infecting people with a new mutated strain of the t-Virus, thereby triggering a small outbreak. He ushered several people to safety, and killed any infected civilians. He quickly radioed in Birkin to have Wrenwood in lockdown, before successfully containing the outbreak. However, Kennedy had lost sight of Gideon but using Hughes's intel, Birkin directed him to Rhodes Hill Chronic Care Center, formerly sponsored by the Spencer Foundation before being bought by Gideon following Umbrella's collapse in 2004.

Arriving at the outskirts of Wrenwood, Kennedy arrived at the facility where he was welcomed by a newly recruited nurse, who told him Gideon had been expecting him. He let himself be guided to an examination room in the East Wing where he was told to wait. Unbeknownst to Kennedy, Gideon had been watching him through hidden surveillance, and ordered a Code 6 when the agent arrived. While waiting, Kennedy inspected an old photo of Gideon before alarms blared Code 6. The nurse shortly returned, asking him to be evacuated after claiming mass hysteria had affected all patients and staffs. However, shortly after, the nurse was killed by a chainsaw-wielding doctor, forcing Kennedy to battle the newly infected.

While exploring the care center, Kennedy came across Grace Ashcroft, an FBI technical analyst who was abducted by Gideon during her investigation of the burnt hotel, crawling for freedom before being dragged away by a giant B.O.W. Kennedy saved her in time, by seemingly kill the creature. Following Ashcroft's introduction, Kennedy was surprised of FBI's presence. Before they could leave, Gideon triggered the facility's lockdown, separating them both. Before the shutters fully closed, Kennedy asked why she was targeted by Gideon, but could not get an answer. Worried for her safety, Kennedy handed Ashcroft his DSO-issued Magnum 'Requiem' to protect herself told her to leave. As Kennedy was left in the dark, he met Gideon who tried to initiate a conversation but he immediately attacked him. However, Gideon choked him, and saw his black bruises as "Umbrella's curse" before he was knocked unconscious.

For hours, Kennedy was unconscious and dragged to the attic to be interrogated by Gideon. The man wanted to question him, but Kennedy kept silent, only responding through taunts. Frustrated, Kennedy was cut by Gideon but before he could be tortured, he broke free and tried to attack Gideon who fled. Reestablishing contact with Birkin, Kennedy announced his objective of going to Gideon's private office. Descending to the 3rd floor, and found his hidden office, Kennedy purposefully inputted the wrong password, paving the way for Birkin to access Gideon's files. She retrieved documents about the latent onset t-Virus syndrome, referred by Gideon as Raccoon City Syndrome. Kennedy looked defeated as Birkin confirmed they were all infected with residual t-Virus laid dormant within their bodies, and were slowly dying from degradation. Furthermore, Kennedy uncovered another document with the word Elpis, and a picture of Ashcroft. He wondered how she was related to the keyword.

Just then, Kennedy noticed a spiraling helicopter, with Ashcroft within the co-pilot seat before they crashed at the cemetery. Quickly grabbing a nearby rifle, Kennedy assisted Ashcroft from afar as she rescued a young blind girl named Emily, and fled to chapel when the cemetery became ridden with zombies attracted to the crash. After they managed to get in, Kennedy reunited with Ashcroft who was trying to stem Emily's bleeding, and told her to go the water treatment facility. He stayed behind as he dealt zombies to buy them time to escape. However, shortly after, Kennedy was forced to shoot the mutated Emily when she was resuscitated by Ashcroft, despite her cries and protests. Though Kennedy tried to console her, Ashcroft blamed herself and tossed Requiem, leaving him behind. Kennedy tried to go after her but cough up blood, as his syndrome advanced to stage two. Determined to save Ashcroft and learn why she was connected to Elpis, Kennedy head to the old ruins of Raccoon City.

En route to Raccoon City, Birkin contacted Kennedy and informed him Elpis was not documented nor mentioned on CIA servers or the Pentagon. When Birkin asked for higher clearance, she was ordered to terminate the investigation. Kennedy was confused at the sudden obstruction but cautioned her against risking disciplinary or legal repercussions. Birkin refused to disengage, insisting she would continue to assist him regardless of the consequences. Arriving at East of Raccoon City, Kennedy was directed by Birkin to go to Raccoon City center based on the coordinates she had found from Gideon's computer. While there, he fought against the Titan Spinner and its children, before arriving just outside the gate with a line of wall erected by the army. Kennedy found a camp of BSAA's North American branch, and was briefed by Birkin on their internal dispute, with the NA branch operating independently. Searching for detonators to blow the gate open, Kennedy came across a dead BSAA unit, and retrieved footage from a soldier's recording camera, asking Birkin to find the killer's identity, a man sharing similar appearance and powers to that of Wesker. However, Kennedy learnt the man himself was a "ghost", with no public records. Gathering all three parts of the detonator, Kennedy blew the gate open, and used a nearby motorcycle curtesy of the BSAA to drive to the center.

On the highway, Kennedy was pursued by several Garmr, and Gideon who wield rocket launchers to try and kill him. Despite Gideon's attempts, Kennedy successfully leak fuel out of his motorcycle, and ignite it, causing Gideon to tumble into the chasm below with an explosion soon followed. Thinking he had killed Gideon, Kennedy proceeded to the Raccoon Police Department where the BSAA had used it as their main base, surveilling on ARK as soon as 2023. Finding a terminal computer, Kennedy found Ashcroft and the man Zeno were conversing at the East Wing. Along the way, he paid respect to Lt. Branagh, many fallen officers of S.T.A.R.S, R.P.D, and Kendo. Getting to their location, Kennedy eavesdropped the conversation the two had, leading to Ashcroft eventually feeling shell-shocked and overwhelmed when she thought she had been responsible for the many deaths in the pursuit of unlocking Elpis. Kennedy intervened but Zeno summoned the T-501 to deal with him, as he carried Ashcroft's unconscious body to ARK. Pursued through R.P.D and outside, he was beaten several times by T-501, before it loses its coat, turning it into Super Tyrant. Eventually, Kennedy bursts its heart out. Having overheard mention of the Raccoon City Orphanage acting as entrance to ARK, Kennedy head there where he was attacked by several seedlings grown from Plant 43. Descending to the deep grounds, Kennedy finally kills the plant, and enters ARK.
Inside, Kennedy spotted crates belonging to H.C.F., TRICELL and Umbrella. Further exploration resulted in Kennedy finding Ashcroft and Zeno in PANDORA, where Elpis was being kept. However, he was quickly intercepted by Connections soldiers and their lead Commander. Though the soldiers were easily killed, Kennedy entered a hard scuffle with the Commander, but pulled through. Entering PANDORA, Ashcroft was asked to unlock Elpis, despite her insistence in not knowing the password. Kennedy interrupted the conversation, battling Zeno but was easily outmatched due to his enemy's agility. Before he could be killed, Ashcroft threatened her own life, giving time for Kennedy to shoot off the cranes and quickly grabbing Ashcroft. They fall to the waste disposal unit, where Kennedy passed out due to his progressive syndrome.

For hours, Ashcroft stayed by his side, before Kennedy woke up again. Now in stage three, Ashcroft realized Kennedy was one of the Raccoon City survivors, and asked why he had come here if his syndrome was severe. He affirmed of his resolution to make a difference, as part of his continuous atonement. He set out to destroy Elpis, and initially rejected Ashcroft's assistance but upon seeing her resolve, Kennedy made Ashcroft promise to destroy it. Finding a crane blocked their bath, Kennedy boosted Ashcroft to another part of the facility, where she paved the way for him. As he made his way to PANDORA, Kennedy's teetered at the edge of death, as his coughs became more pronounced. Finally, Kennedy collapsed just outside of PANDORA. Through the surveillance footage, Ashcroft quickly made her way to Kennedy, tending to him before they arrived back at PANDORA with Zeno awaiting them.

Kennedy offered to buy her time, for Ashcroft to input any wrong password to destroy Elpis. However, she offered another idea, and Kennedy fully trusted her decision. Standing before Zeno, Ashcroft bargained with Kennedy's life for her to unlock Elpis. She stood before the terminal, which showed a password prompt with the question "What does the creator desire?". Despite Kennedy making her promise to destroy Elpis, Ashcroft, having learnt her origin and her mother's interview conducted with Spencer, chose to release it, much to his confusion. They were presented with 6 vials of Elpis, and Zeno in his arrogance in belief that it was a virus left by Spencer, chose to inject the vial and attempted to showcase his powers. However, Zeno's infection was neutralized, Ashcroft explained Elpis was an antiviral agent, made to neutralized all virus-based infection as Spencer's atonement in her belief. When Zeno demanded answers from her, Kennedy threw himself at him but was tossed near Ashcroft who held a vial of Elpis. Shortly after, Gideon arrived and was marveled at Spencer's genius. Following the confrontation between Zeno and Gideon that left the former decapitated, Ashcroft was impaled by Gideon's tentacle but was able to cure Kennedy's syndrome. Gideon proclaimed to carry out Spencer's vision, by using Elpis to spread anarchy and proceeded to destroy PANDORA and ARK. The platform gave away, and all three were plunged to the lower floor. Kennedy battled a mutated Gideon, who had implanted himself with a NE-γ Type, and killed him.

However, the battle ended with both of them trapped. Kennedy ran to Ashcroft who realized there was no way out, and simply resigned to their fate when the last light gone out. But they were quickly rescued by Umber Eyes of the Hound Wolf Squad, having been sent by his comrade-in-arms Redfield when he learnt of ARK, and his involvement. Kennedy then listened to Redfield's message forwarded to him by Umber Eyes. Topside, Kennedy admitted he felt better, and reassured Birkin he had secured a vial for her syndrome. She thanked him, before Kennedy approached Ashcroft who still felt guilty for Emily dying. Yet, Kennedy offered hope she was still alive, before walking off to be evacuated by the BSAA. Sometime after, Kennedy is updated on Ashcroft adopting Emily, having been found and cured of her conditions and he in turn informed her Birkin was cured of her syndrome. Before they could talk more, Ashcroft was forced to hang up, as her boss Dempsy asked for her report.[75]
